Residential Programs for Psychiatric Disabilities

Referrals for admission to TSI's psychiatric disabilities programs are through the Allegheny County Department of Human Services, by other service providers (i.e. service coordinators, therapists and/or hospital social workers). An applicant must currently be in the service system to be considered for admission to our residential programs.

Basic Criteria For Admission Includes:

  • Eighteen years of age or older
  • A diagnosis of mental illness
  • Proof of income
  • A resident of Allegheny County and active with a service coordination unit
  • Capable of self-preservation
  • Drug-free and/or displays serious commitment to a recovery program
  • Medically cleared medical conditions and contagious diseases

Residential Programs for Intellectual Disabilities

Residential vacancies and referrals are coordinated through Allegheny County Department of Human Services, Office of Mental Retardation/Developmental Disabilities Program, based on the County's current waiting list for services. Referrals are made through the County's Admission Utilization Review and Discharge process (AURD) to determine need and eligibility for services. The Independent Supports Coordinator (ISC) identify individuals that are potential, qualified applicants. TSI will schedule a meeting with the ISC to interview applicants for admission.

TSI HUD-subsidized housing offers the following units: three Supportive Living for individuals with mental illness/psychiatric disabilities (Three Rivers Commons) and housing for individuals with mental retardation/intellectual disabilities (East Pittsburgh Commons). The rent per unit is 30% of the individual's income. An applicant who qualifies based on income and disability can request that their service coordination unit make a referral to TSI. Requests for applications can also be made by contacting TSI.

If you or someone you know is interested in TSI's HUD-subsidized housing programs, you may TSI's HUD Coordinator at 412-461-1322 ext. 1235. You may request an application be sent to you, and your eligibility for housing will be determined upon its return. Additionally, the HUD Coordinator can answer questions.
